Air Cargo Complex at Rajiv Gandhi International Airport, Hyderabad

The Air Cargo Complex at Hyderabad Rajiv Gandhi International Airport was commissioned on 23rd March 2008.It is the foremost cargo complex in India to have implemented a concept of an Integrated Cargo Facility housing both domestic and international facilities under one roof.

The Air Cargo Complex has a built-in area of 14,330 Sq meters,with a capacity to handle cargo throughput of 100,000 MT annually. The Air Cargo has dedicated cargo apron facilities both for handling regular and freighter operations.

Users of the Cargo Terminals are requested to follow prescribed procedures and where required may seek guidance from the GHIAL Duty Manager / other officials.

Cargo Terminals is restricted to bonafide users only. PIC / Entry Pass issued by GHIAL allow entry in designated areas only. Daily Entry Pass should be preserved till leaving the terminal. Entry Pass is to be shown to security personnel on demand.

Permanent Photo Identification card holders must display their passes for identification while in the Cargo Terminal premises.

Unauthorized persons gaining entry into the Terminal shall be treated as Trespassers and dealt with accordingly. Trespassers can be fined up to Rs. 500/- including prosecution.

Persons carrying brief cases etc., are required to keep the same with them only. No briefcases should be left unattended. Unidentified briefcases shall be removed by the security personnel for handing over to Police concerned authorities.

No dutiable item or any other material should be brought into the Cargo Terminal either in person or in vehicles without specific permission (in writing) from authorized GHIAL Officials.

Passengers / Importers / Agents shall personally supervise opening and re-packing of their consignments and will ensure proper locking / repacking etc., to be undertaken by packers in their presence.

a. Importers / Exporters should not remove any item from their cargo until physical delivery of consignments is effected by GHIAL.

b. Voluntary distribution of contents from package during examination or within Cargo Terminal is unauthorized and prohibited.

Vehicles should be parked in the parking areas only. Vehicles parked in other than parking area shall be towed away.

Passengers / Importers / Exporters who wish to entrust the work of clearance of their cargo to an Agent should ensure that the agent is licensed Customs House Agent. They may check the Photo Identity Card issued by Customs to Agents. Only Customs approved Clearing Agents are allowed to transact business in the Cargo Terminal apart from importers, exporters and passengers.

In case of any damage caused to GHIAL property due to negligence of importers / exporters / agents, GHIAL may recover the cost of loss / damage apart from imposing penalty.

Smoking / spitting in the Cargo Terminal premises is strictly prohibited. Any violation shall be sternly dealt with including imposition of fine / penalty.

Users are requested to deposit / inform about lost and found articles to the GHIAL Duty Manager / Security Manager.

The users are requested to bring to the notice of supervisor / Senior Officers any irregularity or harassment faced while transacting business at the Cargo Terminal.

Visitors / users of the Terminal desirous of giving any suggestion may use Suggestion Boxes available near the Shift Duty Manager's room or handover the same to the officer in charge of Export / Import / Baggage unit or to the General Manager (Cargo).

HMACPL receives Customs shipping bill message & Refer AWB copy, Annexure C/Manual SB capture data
CHA approaches VCT generation team – placed at main cargo reception for offloading job order (VCT)
This team collects TSP (Terminal Storage & Processing) charges, raise export cargo offloading job order (VCT- Vehicle Control Ticket) and issue to CHA (Customs House Agent)
As soon as VCT generated, HERMES assigns a token number to that vehicle. This token number will be directed to HERMES call forwarding system. Call forwarding system assign the appropriate door and maintains vehicle queue.

CHA instructs for placing the vehicle at Truck Dock according to the token /turn displayed on call forwarding board.
Warehouse coordinator receives & scans VCT to retrieve VCT information in his handheld.
Cargo will be offloaded, reconciliation takes place between declared and arrived weight, Pcs & commodity. Discrepancy will be updated in the system and applicable charges will be collected. (For wrong declaration penalty charges will be levied)
As soon as cargo offloaded into the warehouse HERMES triggers cargo arrival message to Customs and Airlines.

Total consignment will be unloaded and placed in non sterile area. After customs examination, Leo issued cargo    will undergo x-ray screening and moved into sterile area
The shipments which are ready for ULD building after X-Ray screening will be planned for ULD build up by our    supervisors based on the airlines load plan.
After building pallets ULD’s will be sent to lift and run system for storage
Depending on the flight Standard time of departure ground handling agent approaches us and accordingly ULD’s    will be released from lift and run system and same will be updated in Hermes




Airport based Free Trade Zone at RGIA, Hyderabad The Free Trade Zones (FTZ) is a special category of Special Economic Zone and is governed by the provisions of the SEZ Act and the Rules under the Ministry of Commerce & Industry. The only airport based FTZ is located two kilometres east of the Passenger Terminal building of the Hyderabad- RGIA while the logistics /FTZ precinct is approximately 19.85 acres in area. The site is high quality, ideal with flat & barren characteristics under the possession of GHIAL as notified Multiproduct SEZ. The FTZ site includes direct road access which is strategically significant for future development of the logistics district. Click to enlarge Opportunities available at FTZ Warehousing: The facilities provided at FTZ would help logistics companies to warehouse their commodities for both short and long term without impact on import duty Distribution: The FTZ will allow companies to leverage its state-of- the- art infrastructure warehouses, not only for Indian distribution covering international end users as well. It will provide an opportunity Seamless international distribution by re export of commodities with facilities of sorting grading, value added services etc. Trading: FTZ entails re-export re-sale and re-invoice of goods without any restriction. The goods can also be traded in Domestic Tariff Area (DTA)/ local sales by payment of custom duties as applicable at the time of sale. Value addition restricted to packaging & labelling- Packing or re-packing without processing and labelling as per customer or marketing requirements will be undertaken under FTZ. Assembling: Assembly of complete knockdown and semi knockdown kits. Three different possibilities can be considered for FTZ business development at Hyderabad Airport. Following the Lease Rental Model, we can build the facility and lease it/rent it to potential partners and interested parties. HMACPL receives manifest data from customs or airlines before flight arrival

Warehouse staff receives Documents & Cargo from the ground handler. He will ensure the declared and arrivals based on the manifest message.

Pallet level reconciliation will take place based on manifest data.

Barcode label is attached to the pallet and it is mapped with manifest data in HERMES.

Then pallet will be sent to lift and run system

Documents will be updated by CSO on the basis of Manifest & AWB

After completion of documents updation warehouse coordinator calls pallet in to break down area from lift and run system, Opens the pallet and identify all Pcs in the consignment, tallies with Awb details in handheld devices and places all the Pcs of the consignment on the crate. If consignment contains more Pcs, it will be formed into more than one.

After the above process the consignment is moved to applicable storage location. Location code will be scanned by the Hand held detector/Bar code scanner unit and will be updated into HERMES.

Once flight finalized, system triggers a segregation & location message to Customs and Airlines. Any discrepancy/damage will be recorded and informed to concerned airlines. Documents received by airside reception team will be handed to Airlines

Receive Bill of entry message from Customs to HERMES Data base

CHA approach reception for issue of examination ticket based on which warehouse team move consignment into customs examination area.

Request is updated in Hermes, consignment /part of consignment is moved to customs examination

After examination consignment will be moved to original location and placed with the parent consignment.

Receive pass out message from customs to HERMES.

CHA approaches reception for gate pass generation (VCT-Vehicle Control Ticket) to clear the cargo after completing all the customs formalities

CSO receives hardcopy of customs out of charge along with airlines DO/Consol DO, Awb copy from CHA & prepare gate pass after collecting all the necessary charges

As soon as VCT generated, HERMES assigns a token number to the CHA’s Vehicle and the same number will be internally forwarded to HERMES call forwarding system. Call forwarding system assign appropriate door and maintain vehicle queue

CHA parks his vehicle at import loading bay as per his turn/token number displayed on call forwarding board

Warehouse staff accepts VCT from CHA, scan ticket to retrieve VCT information in his handheld and accordingly cargo will be moved from storage location to the doors and delivered and updated in HERMES, acknowledgement obtained from CHA/Consignee

Live animal handling

Airline to forward prior intimation informing the movement of Live Animal in their flight to Customs/animal quarantine officer and HMAPCL.

HMACPL on receipt of the prior intimation will also inform the animal quarantine officer, IFO and arrange for storage of the AVI in the designated area.

Consignee should collect delivery order from the Airline and approach the animal quarantine officer with necessary documents like Health Certificate, Quarantine Certificate and AWB copy for obtaining Quarantine clearance of the Animal.

Animal quarantine officer will verify the documents and examine the AVI to allow the entry by issuing Quarantine clearance of the Animal.

Consignee to file Bill of Entry with customs on the basis of the AWB and other documents like Invoice, Packing List etc.,( where ever applicable) and produce the Quarantine clearance certificate from the animal quarantine officer.

Once bill of Entry is filed approach HMACPL Counters for collecting the Examination Ticket.
Handover the Examination Ticket to the Warehouse Staff for arranging Examination.
Customs will examine and ascertain the duty to be paid if any and will issue Duty Challan for payment.
Pay duty at the State Bank of Hyderabad located opposite to HMACPL Counters.

On payment of duty, Customs will issue Out of Charge Order.

Produce the Out of Charge Order, Original Delivery Order along with copy of AWB to HMACPL Counters and collect the VCT after payment of Terminal Charges.

Handover the VCT to Warehouse Staff for collecting the consignment.

Release Note to be signed as a token of acknowledgement and cargo can be collected.
